Property Tax Administrator Search Committee Meeting Will Be Held In Two Weeks

The State Board of Equalization’s (SBOE) Search Committee, established to assist the board with the process of hiring a new Property Tax Administrator , will have a meeting on June 24, 2025 at 10:00 a.m., in person and via remote access, and is sending notification to the media per statutory requirements. The Department of Local Affairs would like to thank Administrator JoAnn Groff who has served dutifully in the position for over 19 years, and is known for her in-depth and masterful understanding of property tax law, sage advice, and is appreciated for her vast experience serving as both a Colorado state legislator and a dedicated public servant. She plans to retire when her current term ends on December 31, 2025. 

Job Search Goals for Appointment of Property Tax Administrator

The State Board of Equalization (“state board”), pursuant to the Colorado Constitution, art.10, § 15(2), and § 39-2-101, C.R.S., appoints the Property Tax Administrator. The term of the current Property Tax Administrator is expiring on January 1, 2026. The state board has delegated certain tasks to a search committee, and will discuss those tasks at this meeting, including determining certain job search goals to appoint the next property tax administrator. The Property Tax Administrator (PTA) heads the Division of Property Taxation, and is a non-classified position that reports directly to the State Board of Equalization.

The search committee includes the following members:

  • JoAnn Groff, Property Tax Administrator
  • Brenda Valerio, Director of Human Resources, Department of Local Affairs
  • Mark Chapin, President of the Colorado Assessors’ Association
  • Maulid “Mo” Miskell, Deputy Executive Director, Department of Local Affairs

The delegated search committee of the State Board of Equalization will meet in person. If any party wishes to submit written documentation to the state board on any subject before the state board, the party must provide documentation prior to the meeting in an electronic format. It is requested that all such communication be submitted by June 17, 2025.

The State Board of Equalization consists of the Governor, the President of the Senate, the Speaker of the House of Representatives, or their designees, and two members appointed by the Governor with the consent of the Senate.
