The Colorado Department of Local Affairs (DOLA) is excited to welcome Keith Erffmeyer as the new Property Tax Administrator, starting full-time with the Department of Local Affairs on February 2, 2026. Erffmeyer was appointed by the State Board of Equalization and replaces JoAnn Groff, who served dutifully in the role for 20 years. Erffmeyer joins DOLA with more than 30 years of experience with the City & County of Denver in the Assessor’s Office, starting there as an intern in 1994 and serving as the Assessor since 2014.
“I look forward to the property tax expertise Keith will bring to the state of Colorado. He will undoubtedly maintain a calm and steady presence at the Division of Property Taxation and continue to ensure accuracy of property taxes so that property owners pay no more than their fair share,” said Maria De Cambra, DOLA’s Executive Director. “I also want to thank JoAnn Groff for her service to the people of Colorado. She is beloved by her team and is kind, compassionate, deeply knowledgeable and generous, and I’ve counted on her immensely during my two years working closely with her.”
“I’m excited and honored to join the Department of Local Affairs as the newest Property Tax Administrator for the state of Colorado,” said Keith Erffmeyer. “In this role, I look forward to continuing the great work of the Division to be a resource for assessors, property owners and housing developers to coordinate, educate, administer and implement property tax law throughout the state.”
During his tenure as the Assessor, Erffmeyer was appointed by the Governor to the Statutory Advisory Committee to the Property Tax Administrator and served as the Legislative Committee co-chair for the Colorado Assessor’s Association. Erffmeyer graduated from Trinity Christian College in Palos Heights, Illinois with a B.S. in Business Administration.
Additionally, the Department wishes JoAnn Groff the best as she starts her well earned retirement. During Groff’s tenure, a few of her many accomplishments include:
- A huge influence in legislative property tax reforms over the past five years
- Procedures to administer Tax Increment Financing
- Helped establish policy and continuously provided legislative guidance on changes in agricultural policies
- Defended and partnered with and provided support for assessors’ defense of positions for multiple cases before appellate courts and the Colorado Supreme Court for 20 years.
Before joining DOLA as the Property Tax Administrator, Groff served as a state legislator from 1983 to 1989, one of the youngest female legislators in our state’s history elected at 26. She also served as a member of the State Board of Equalization from 1993 to 2005 and spent 13 years as the President of the Colorado Retail Council.
