The Colorado Department of Local Affairs (DOLA), through its Division of Housing (DOH), announced the approval of over $46.5 million in funding from the State Housing Board (SHB) to create 716 housing opportunities across Colorado. These 18 investments expand housing access through new rental developments, homeownership opportunities, and down payment assistance programs—advancing the State’s vision of housing for all Coloradans.
“We are breaking down barriers to housing that Coloradans can afford and are thrilled to see more homes being built every year. This funding will create new homes for more than 700 hardworking Colorado families and is an important step forward to making our communities more affordable and saving Coloradans money on housing,” said Governor Jared Polis.

Expanding Rental Housing Opportunities
From the Front Range to the Western Slope, the State Housing Board approved funding seven affordable rental communities for Coloradans across Summit, Chaffee, El Paso, Adams, and other counties.
- 101 W. Main Street (Frisco, Summit County) – $2 million in Housing Development Grant (HDG) funds to the NHP Foundation for the construction of 52 affordable apartments for local workers and families.
- The Crossing Apartments (Buena Vista, Chaffee County) – $1.6 million in HDG funds to Chaffee Housing Authority to build 33 rental homes for Chaffee County residents.
- Jetwing Flats (Colorado Springs, El Paso County) – $1 million in HDG funds to Commonwealth Development Corporation of America for 68 new apartments near employment centers and transit.
- Kite Route Crossing (Denver County) – $1.65 million in HDG funds to Pennrose LLCC for 50 new apartments near schools and services.
- Ravenfield (Brighton, Adams County) – $700,000 in HDG funds to the Housing Authority of the City of Brighton to build 46 senior apartments.
- Switchgrass Crossing (Erie, Weld County) – $995,000 in HDG funds to Volunteers of America National Services for 45 family apartments close to community amenities and parks.
- Tapestry LIHTC (Aurora, Arapahoe County) – $950,000 in HDG funds to Gorman & Company, LLC to create 72 affordable rental homes with community gathering spaces.
Together, these developments will deliver 366 rental homes, expanding options where working families, seniors, and individuals of all incomes can live and thrive.
Supportive Housing Opportunity
Recognizing that housing stability often requires more than a roof overhead, the State Housing Board approved new funding to create supportive housing for Coloradans exiting homelessness and those in need of ongoing assistance.
- Park Avenue Apartments (Denver County) – $3.6 million in Proposition 123 funds to Colorado Coalition for the Homeless to create 60 supportive housing units with on-site case management and wraparound services.
This project continues Colorado’s commitment to housing as healthcare, ensuring that residents receive both safe homes and the support they need to thrive.
Building Pathways to Homeownership
To help more Coloradans put down roots, the State Housing Board also approved funding for two new for-sale homes and statewide homeownership initiatives.
- Nuche Village (Eagle County) – $539,000 in Proposition 123 funds to the Town of Granby to construct 7 new homes for local workers.
- Emporia Duplexes (Aurora, Arapahoe County) – $530,000 in Proposition 123 funds to Elevation Community Land Trust to develop 8 new duplex homes for first-time homebuyers.
These investments will deliver 15 new homes, empowering working families to build housing stability while strengthening communities across the state.
Housing Access Through Scattered-Site Homeownership NOFA Awards
Through statewide partnerships with land trusts, Habitat affiliates, and community development organizations, eight additional two-year contract awards will expand access to affordable homeownership across Colorado:
- Elevation Community Land Trust – $3.8 million from the Affordable Housing Opportunity Program (AHOP) to develop 48 homes across the Denver metro area.
- Habitat for Humanity of Colorado, Inc. – $7.3 million in AHOP funds in statewide funding to support 97 homes in multiple local affiliates in rural and urban communities.
- City of Boulder (on behalf of the Boulder County Regional Housing Partnership) – $2.1 million in AHOP funds to create 29 homes throughout Boulder County.
- Impact Development Fund – $12 million in AHOP funds to support the acquisition of manufactured home communities statewide.
- Habitat for Humanity of Metro Denver, Inc. – $755,000 in AHOP funds to support 10 affordable homeownership opportunities in the Denver metro region.
- Paradox Community Trust – $5.2 million in AHOP funds to develop 65 homeownership opportunities in Mesa, Routt, Boulder, and Gunnison* counties.
- Chaffee Housing Trust – $864,000 in AHOP funds to continue expanding local affordable homeownership by 12 units in Chaffee and Lake Counties.
- Southeast Colorado Enterprise Development, Inc. – $1 million in AHOP funds to execute 14 new homes and rehabilitation projects in rural communities across southeastern Colorado.
Together, these organizations will create an estimated 275 homes statewide, ensuring that the benefits of homeownership extend to working families, rural residents, and first-time homebuyers alike.
