Gray and Black Market Marijuana Enforcement Grant

The program provides financial assistance grants annually to local law enforcement agencies, tribal governments, and district attorneys through the local governments for the investigation and prosecution costs associated with unlicensed marijuana cultivation or distribution operations. By filling out the online portal application, Colorado County and Municipality applicants are opting into the grant program. Grant amounts will be determined by population formula.

Notice of Program Repeal

The Gray and Black Market Marijuana Enforcement Grant Program (GBMJ) has been repealed by the Colorado Legislature due to budgetary constraints. The bill was signed by Governor Polis on April 24, 2025. DOLA will wind down this program and will honor all open contracts through their current expiration date. Going forward, DOLA will no longer award GBMJ grants.

  • If your open contract expires May 31, 2025, you are required to return unspent funds and close out your contract no later than June 20, 2025.
  • If your open contract expires May 31, 2026, you are required to return unspent funds and close out your contract no later than June 22, 2026.

We appreciate the efforts made by the grantees and thank you for your efforts to mitigate the effect of illicit marijuana activities.

About 

The grant program has four funding priorities:

  • Rural areas;
  • Large scale operations;
  • Organized crime operations; or
  • Operations that divert marijuana outside of Colorado.
