University Technical Assistance Program

The University Technical Assistance Program is a helpful arrangement that benefits both local governments and graduate students. The program is a collaboration between the Colorado Center for Community Development at the University of Colorado Denver and the Department of Local Affairs. Small local governments and other political subdivisions of the State can access these valuable services to create initial plans for projects.

It offers affordable technical assistance to small local governments and other political subdivisions of the State in the following areas:

  • Processes and design
  • Architecture
  • Landscape architecture
  • Planning 
  • Housing
  • Renewable energy projects

These plans help the government entity gather support from the community and secure the necessary funding for the project. In simple terms, it assists small local governments in getting ideas off the ground and making them real with the help of the community and financial backing.

Application Process

There are no formal application processes; interested parties should connect with their Division of Local Government Regional Manager to learn more about the program.

Step 1: Project Evaluation
If your project is deemed suitable for the program, the Regional Manager will facilitate introductions to the UTA field supervisor.

Step 2: Scope Development
Together with the Regional Manager, the UTA field supervisor will collaborate with the local government to outline the project's scope of work.

Step 3: Memorandum of Understanding 
Once the scope of work is mutually agreed upon, the local government will be requested to enter into a Memorandum of Understanding with the Department of Local Affairs and the University of Colorado at Denver.
