Fast Track Support & Technical Assistance

DOLA staff are available to provide a wide assortment of implementation support and technical assistance including courtesy reviews of draft policies, downloadable resources, webinars, and more. Local governments who are eligible for Proposition 123 may seek funding from the Local Planning Capacity grant program to support local policy adoption and implementation efforts.

Technical Assistance 

DOLA staff are available to provide technical assistance, meet with your team to answer questions, or offer “courtesy review” of draft fast track policy language prior to adoption. For technical assistance or questions, schedule a meeting with Robyn DiFalco or call 720-682-5202.

Courtesy Review of Draft Policy Language

To request a “courtesy review” of draft policy language, please submit files via email to Robyn DiFalco and allow at least two weeks for feedback. DOLA will review and provide feedback on whether the proposed policy language aligns with DOLA’s interpretation of the statutory requirements. This feedback should not be considered legal advice. Jurisdictions are encouraged to consult with their own legal counsel.

DOLA staff are holding drop-in office hours every Wednesday from 9:30 - 10:30 for technical assistance related Prop 123 fast track implementation. Drop in anytime during this one-hour window to ask a question.

Self-Assessment Checklist for Local Governments

DOLA also offers a new downloadable "self-assessment" checklist that is intended to help local governments assess whether their existing or proposed policies and procedures align with the statutory requirements of Proposition 123 (C.R.S. 29-32-105(2) et seq.).

Reviewing this checklist is recommended before presenting policy language to a decision body for formal adoption, or before submitting documentation to the Prop. 123 Expedited Review Reporting Portal

Downloadable Template Resolution 

DOLA recognizes that some communities may already have a process in place that meets or exceeds the 90-day review period required by Proposition 123 without having a formally adopted process. Even those local governments that already comply with the Proposition 123 expedited review requirements should review their processes, consider potential improvements, and adopt language that aligns with Prop. 123. 

In order to demonstrate compliance with Proposition 123, these communities need only document that their local process aligns with the statutory requirements, confirm that they understand the new requirements in the law, and codify their commitment to continued compliance with these requirements.

DOLA has provided a downloadable template resolution as a resource. (Revised 9/30/2025)

  • This template resolution was intended for use by smaller communities whose current process is already under the 90-day requirement, as a way to codify a local commitment to complying with the new fast track requirements in Proposition 123.
  • While this template was not intended for use by larger jurisdictions, whose implementation of fast track may involve updates to land use codes, administrative policies and procedures, process mapping, or adoption by ordinance, any jurisdiction may borrow some of the language found in this document.

On an approximately quarterly basis, the Housing Strategies Peer Exchange monthly webinar series features local government perspectives on fast track policy approaches and implementation efforts. The sessions are interactive, allowing audience questions and input, and showcase a handful of different community types approaching the fast track requirements in different ways.
