Anthea Martin

Anthea is a senior vice president and is based in the Denver office of Bellwether Enterprise. She has over 20 years of experience in multifamily finance and specializes in loan origination for both market-rate and affordable multifamily properties with an emphasis on FHA/HUD, Fannie Mae, and Freddie Mac. Throughout her career, Anthea has been responsible for structuring, underwriting, and closing transactions with over $1 billion in total volume.
Anthea earned a bachelor’s degree from Stern School of Business NYU and a Master's in Real Estate from the University of Denver. In addition to her current appointment to the State Division of Housing Board, Anthea also serves as Board Chair of Housing Colorado as well as Advisory Board member for Sharing Connexion, ULI Workforce Housing Committee member, and volunteer for ULI’s Real Estate Diversity Initiative (REDI), a real estate development mentorship program targeted at women and minorities.
Sam Betters

Sam Betters is the recently retired Executive Director of the Loveland Housing Authority (LHA). He was first hired by Loveland in 1976 and was appointed its Executive Director in 1981. Sam served as LHA’s Executive Director until his retirement in November 2018. One of the most active non-profit developers in the State, Sam completed over $250 million dollars in affordable multi-family and single family developments utilizing a variety financing techniques and resources. He has served on numerous state and local boards and commissions. He was the founding member for Loveland Fort Collins Project Self-Sufficiency, a past Chair of the Board of Directors of the Colorado Housing and Finance Authority (CHFA), and a Governor’s appointment to the Private Activity Bonds Allocations Committee for the State of Colorado. In addition to his current appointment to the State Division of Housing Board, Sam also serves as a member of the McKee Hospital Citizen Advisory Board as well as the McKee Wellness Foundation and the Larimer County Partnership for Age Friendly Communities. Sam has an undergraduate degree in Community Development from Penn State University and an MBA from the University of Colorado.
Monique Terpstra

Monique Terpstra is a Ute Mountain Ute who grew up in Montezuma County and now lives in Mesa County. Monique is the Executive Director of the Western Slope Native American Resource Center (WSNARC). WSNARC is the first Native American Resource Center on the Western Slope and was established in June of 2022. Monique is committed to bringing culturally sensitive programs to the Western Slope for all Native Americans, as well as helping to educate everyone on the history and who we are.
She is also currently the Colorado Cross Disability Coalition’s (CCDC) Director of Indigenous Disability which focus on advocating for disabled American Indians, and helping with all the complicated paperwork and programs.
Monique also serves as Board member of the Denver Indian Health, Family Services, and the Rocky Mountain Health Plans Community Strategy Committee, Rocky Mountain Client Council, the Rocky Mountain Health Program Improvement Advisory Committee, as well as her new appointment to the Colorado Housing Board.
Candace Payne

Candace Payne is proud to call Flagler “home” for more than 50 years. Born in Lincoln County and growing up in Kit Carson County has given her a great perspective of eastern plains life for more than 40 years and a desire to stay true to that life today. After obtaining her bachelor’s degree from the University of Denver and several years in retail management, she returned to her roots and joined the community banking world for over 15 years. Then she transitioned into economic development for the four-county region of Elbert, Lincoln, Kit Carson, and Cheyenne Counties through her role at East Central COG. Candace currently serves as East Central Council of Governments’ Executive Director and Prairie Development Corporation’s Administrator where their work focuses on tourism, business & housing loans, enterprise zone tax credits and senior services. Housing demands continue to increase and being part of the solution is important to Candace and the local economies.
J. Ryan Moses

Ryan Moses is a retired military logistics officer who has served in leadership and management positions at the tactical, operational, and strategic levels during his career, where he worked across the whole of government alongside other military, intergovernmental, defense enterprise and private sector stakeholders around the world. His most recent position was as an Assistant Professor of Defense Strategy, Acquisition, Resourcing and Strategic Leadership at the Dwight D. Eisenhower School for National Security and Resource Strategy, National Defense University, Washington, D.C., where he taught graduate level public administration and strategic leadership courses to senior military officers, government civilian and interagency employees, as well as to international military fellows from several countries during his tenure. Ryan holds a Bachelor of Science (B.S.) degree in Political Science from the University of North Georgia (the Military College of Georgia), a Master of Science (M.S.) degree in Logistics Management from the Florida Institute of Technology, and a Doctor of Business Administration (D.B.A.) degree in Public Administration from Northcentral University. He has also received a Graduate Certificate in Leadership (Management) from Central Michigan University, as well as designation as a Demonstrated Master Logistician from the International Society of Logistics (SOLE).
Nancy Jackson

Dr. Jackson retired in January of 2023, after three terms as Arapahoe County Commissioner, as chair for two years. She has served on numerous boards and committees including Arapahoe County Justice Coordinating Committee (chair), Arapahoe County Homelessness Committee (chair). chair of the Public Safety and Justice Steering committee of Colorado Counties, Inc, Rocky Mountain Crisis Partners (chair 2018-2020), State boards include: Colorado Workforce Development Council, The Colorado Juvenile and Criminal Justice Commission, and two years on the State Sexual Offender Management Board.
Nationally, Nancy served on the National Organization of Counties Health Steering committee. She currently serves on numerous regional boards including Aurora Mental Health, Bridge House/Ready to Work, and the Arapahoe County Board of Public Health. Nancy has a BA in Psychology, MA in Counseling, and a PHD in Communication, all three degrees from The University of Colorado. She has held various teaching positions in Colorado Universities and Community Colleges, and at Clemson University. Dr. Jackson also established a consulting business which designed and presented communication programs.
LaDawn Sperling

LaDawn Sperling is a Realtor with Coldwell Banker serving the Denver Metro area, and a member of the Denver Metro Association of Realtors. Prior to real estate, LaDawn worked in the consulting engineering and mining industries specializing in marketing, public participation, and corporate communications. Giving back to her community is important. Currently serving as its board vice president, LaDawn has been involved for more than a decade with The Action Center, a nonprofit that helps those experiencing hardship in Jefferson County. LaDawn also served on a special committee for CASA (Court Appointed Special Advocates) of Jefferson and Gilpin Counties that addressed housing needs for kids aging out of the foster care system.
LaDawn received her undergraduate degree in Corporate Communications from Doane University in Crete, Nebraska, and a master’s in Applied Communication from the University of Denver. LaDawn and her husband Dana live in Lakewood with their adopted feline friends Elvis, Mari and Teddy.
James Martinez

James is the President of the Golden-based Martinez Associates, Inc., which provides comprehensive geotechnical engineering, construction inspection, and testing services for highway, bridge, commercial/ residential buildings and water/wastewater projects, throughout Colorado. Before starting Martinez Associates in 2011, James worked for several national geotechnical companies for the past 25 years. James is active in the Metro Denver community and serves as the Vice President of the Hispanic Contractors of Colorado. James graduated from the Latino Leadership Institute at the University of Denver. James also is a current member of the American Society for Testing and Materials and sits on several other committees that develop technical standards and guidelines for the geotechnical industry worldwide.
