Affordable housing projects seeking support from Proposition 123 funding must be located in a jurisdiction that has completed a Proposition 123 Local Government Affordable Housing Commitment with the Department of Local Affairs (DOLA) − Division of Housing (DOH).

The timeline for application deadlines will vary throughout the year. It is anticipated the need will exceed funds available, therefore the application process should be considered competitive.
Note: Programs from the Office of Homeless Initiatives are the only programs that can award funding to jurisdictions, or entities operating within them, that do not require a commitment on file.
DOLA’s Affordable Housing Support Fund
Eligible entities: Community partners, nonprofit developers, local governments including housing authorities and tribal governments are eligible applicants to apply for Proposition 123 Homeownership Programs. Resident-owned communities are also eligible to apply when seeking funds for their mobile home communities.
It is important to note that individuals do not apply directly for Proposition 123 funds. Instead, they apply for specific programs that are supported by these funds.

DOLA’S Homeownership Funding Opportunities
Administered by the Division of Housing (DOH), the Colorado State Affordable Housing Fund supports down payment assistance, mobile home programs, new construction/acquisition, and single family owner-occupied rehab.

DOLA’s Local Planning Capacity Grant
Eligible entities: Local and tribal governments that have filed a commitment.
Administered by the Division of Local Government (DLG), the Local Planning Capacity Grant Program’s intent is to increase the capacity of local government planning departments responsible for processing land use, permitting, and zoning applications for housing projects. The program supports local governments’ capacity to address affordable housing, especially by expediting development review, permitting, and zoning of affordable housing.
OEDIT’s Affordable Housing Financing Fund
Eligible entities: Local and tribal governments, housing authorities, nonprofit/private developers. Affordable housing projects must be located in a jurisdiction that has filed a commitment.
Administered by the Colorado Housing and Finance Authority (CHFA) and overseen by the Office of Economic Development and International Trade (OEDIT), the Affordable Housing Financing Fund (AHFF) supports Land Banking, Equity, Concessionary Debt, and Modular and Factory-build Financing for affordable housing.
DOLA's Homelessness Initiatives
Funding for homelessness programs and projects through Office of Homeless Initiatives programs, such as prevention and diversion, street outreach and inreach, emergency shelter, transitional and bridge housing, rapid re-housing, and permanent supportive housing.
DOLA's Office of Housing Recovery
Funding for emergency mortgage and rental assistance is available under DOLA's Division of Housing in the Office of Housing Recovery.
Emergency Mortgage Assistance (EMAP)
EMAP is designed to help eligible Colorado homeowners keep their homes by assisting with Homeowners insurance payment, loss of utilities or home energy services, paying off or paying down chattel loans, lot rent for owner-occupied mobile homes, mortgage defaults, delinquencies, and/or foreclosures, HOA payments, delinquencies, and/or liens, past due taxes.
Emergency Rental Assistance (CERA)
CERA has funding available for emergency rental assistance for Coloradans who have fallen behind on their rent, meet income limits and other qualifying factors, and are at risk of eviction or displacement.
