The 2024 Point-in-Time Count and Housing Inventory Count for the BoS CoC is scheduled for Tuesday, January 30th, 2024.

2024 Point-in-Time (PIT) Count

This year’s PIT is a sheltered count only. Therefore, the CoC must count all individuals and families residing in Emergency Shelter, Transitional Housing, and Safe Haven programs. This includes individuals and families living in hotels and motels paid for by charitable organizations or by federal, state, or local government programs. 

2024 Youth Supplemental Survey

The Youth Supplemental Survey (YSS) happens in conjunction with the PIT on Tuesday, January 30th, 2024. This year’s PIT materials will include the YSS to assess and measure youth homelessness. The YSS will be available for two uses: (1) the YSS will be available as part of the PIT sheltered count materials, to collect supplemental information regarding youth and (2) the YSS will be available as a standalone document, to be used in unsheltered locations, as well. (Although the PIT survey is a sheltered count only, the YSS may be used in both sheltered and unsheltered situations.) Interested in YSS? 2024 Housing Inventory Count (HIC)

The BoS CoC will work with the Regional PIT Leads to generate HIC data. If you represent any shelter or housing program in the BoS dedicated to people experiencing homelessness, please expect to hear from BoS CoC staff or your Regional PIT Lead near the PIT/HIC date to collect unit and bed information for the HIC.

The Point-in-Time (PIT) count is a count of people experiencing sheltered and unsheltered homelessness. The U.S. Department of Housing and Urban Development (HUD) requires each Continuum of Care (CoC) to conduct the Point-in-Time (PIT) on one night in the last 10 days of January each year. The Colorado Balance of State (BoS) Continuum of Care (CoC) conducts a sheltered count every year and both a sheltered and unsheltered count every odd year, in accordance with HUD's Point-in-Time (PIT) Count Methodology Guide.

The Housing Inventory Count (HIC) is an inventory of programs within a CoC that provide beds and units dedicated to serve people experiencing homelessness (and, for permanent housing projects, were homeless at entry, per the HUD homeless definition), categorized by multiple Program Types: Emergency Shelter, Transitional Housing, Safe Haven, and Permanent Housing (including Rapid Re-Housing, Permanent Supportive Housing, and Other Permanent Housing). The HIC includes all shelters and housing programs — not only those that receive government funding. By being included in the HIC, you can help create an accurate picture of housing resources in the region and create opportunities for additional resources. To add your shelter and/or housing project to the count (even if your organization receives no government funding), please reach out!

Please consider participating in the BoS CoC’s Point-in-Time (PIT) or Housing Inventory Count (HIC), to help the BoS region collect critical data and measure homelessness progress. Please contact a Regional PIT Coordinator if you are interested in learning more.

  • Northeastern Plains: Morgan, Logan, Sedgwick, Phillips, Washington, Yuma, Elbert, Lincoln, Kit Carson and Cheyenne counties

Sheltered Count Process

During the Sheltered Count, the BoS CoC Point-in-Time (PIT) Coordinators, agencies, and volunteers survey individuals and families who are living in a supervised publicly or privately operated shelter designated to provide temporary living arrangement (including congregate shelters, transitional housing, and hotels and motels paid for by charitable organizations or by federal, state, or local government programs for low-income individuals). Additionally, during the Sheltered Count, BoS CoC partners count the number of individuals who live in Permanent Housing dedicated to people experiencing homelessness, including Permanent Supportive Housing (PSH), Rapid Re-Housing (RRH), and Other Permanent Housing, for the Housing Inventory Count (HIC).

Unsheltered Count Process 

During the Unsheltered Count, BoS CoC Point-in-Time (PIT) Coordinators, agencies, and volunteers survey individuals and families experiencing homelessness per HUD's Homeless Definition Final Rule: “An individual or family with a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings, including a car, park, abandoned building, bus or train station, airport, or camping ground."

HUD would generally consider individuals and families sleeping in a garage, shed, or other location outside of a housing structure, but on the property of a housing structure, as experiencing unsheltered homelessness, for purposes of the PIT count. 

HUD would generally not consider any individual or family sleeping inside of a housing structure as experiencing unsheltered homeless, even if the room inside of that housing structure is not typically used for sleeping (e.g., a kitchen or bathroom). HUD would generally still consider persons sleeping in the hallway of an apartment or hotel (i.e., outside of an apartment unit or hotel room) as experiencing unsheltered homelessness.
