Do you need to register as a mobile home park?

Registration with the Mobile Home Park Oversight Program (Program) is required if:

  • The property is located in Colorado;
  • There are five (5) or more occupied mobile or manufactured homes on your property, including the below:
    • If all the homes are owned by the landlord but there are 5+ occupied mobile homes, registration is still required. However, a registration fee may not be due.
    • Mobiles homes on separate parcels in the same neighborhood as determined by the Division.
    • If there will be 5+ occupied mobile homes on the property, then registration within 90 days of units becoming available for rent is required.

A mobile home is occupied if a landlord has a rental agreement OR is receiving rent payments for the home or lot. "Occupied" is not based on whether someone is physically in the home at a particular time. See 8 CCR 1302-15 Rule 1.7 - English / 8 CCR 1302-15 Rule 1.7 - Español.

Properties owned by charitable organizations are required to register if the property has all of the characteristics of a “mobile home park” described in state statute:

  • A parcel of land;
  • Used for continuous accommodation;
  • Of five or more occupied mobile homes; and
  • Operated for the pecuniary benefit of the owner of the land, or the owner's agents, lessees, or assignees.

Generally, mobile home subdivisions or property zoned for manufactured home subdivisions are not considered mobile home parks in state statute except when: 

  • An owner owns a parcel or subdivided parcels or interests in the same neighborhood;
  • The land is used for the continuous accommodation of 5+ occupied mobile homes; and
  • Operated for the pecuniary benefit of the owner of the land, or the owner's agents, lessees, or assignees. 

The land does not need to be contiguous to be a mobile home park if it is in the same neighborhood as determined by the Division.

If you believe you are not required to register or renew your registration with the Program:

Provide a written explanation and documentation as soon as possible. Information you may include for the Program's consideration:

  • The number of occupied mobile homes on the property.
  • Photos of the property and all of the mobile homes, vehicles, or other structures.
  • Explanation as to why you believe your property may not meet the definition of a "mobile home park" (C.R.S. § 38-12-201.5(6), 8 CCR 1302-15 Rules 1.4-1.5).
  • Explanation of if you intend to add more mobile homes to the property and when you expect those units to be available for rent.
  • Copies of property records from local county assessor's office.
  • An estimated date of when there became less than 5 occupied mobile homes on the property, if applicable.

Please send this information in writing to the Program by one of the methods below within 30 days of receiving registration information or by your registration expiration:
