Building Codes and Standards
The Division of Housing's Building Codes and Standards (BCS) Section in Colorado oversees various aspects of the construction industry. Responsibilities include regulating factory-built structures, monitoring sales of manufactured and tiny homes, overseeing installations, and enforcing accessible housing standards. The BCS certifies manufacturers, sellers, installers, and inspectors, and handles complaints from homeowners regarding construction, sales, or installations.

Factory Built
The Division of Housing’s Building Codes and Standards (BCS) Section protects Colorado citizens by regulating diverse and unique aspects of the state’s residential (Factory Built Residential) and nonresidential (Factory Built Non-residential) construction industry in partnership with local governments, the federal government, other state agencies, and the private sector.
Mobile Home Parks
As its duty under Colorado law, the Division of Housing’s Mobile Home Oversight Program conducts outreach and education on mobile home park laws and provides an annual park registration system. The program also receives and investigates complaints, facilitates dispute resolution, and takes enforcement actions.
Technical Advisory Committee
The State Housing Board is required to "consult with and obtain the advice of an advisory committee on residential and nonresidential structures in the drafting and promulgation of rules." The Technical Advisory Committee (TAC) fulfills this statutory requirement and is made up of fifteen members appointed by the Director of the Division of Housing.
