Today, the Department of Local Affairs (DOLA), through the Division of Local Government (DLG), has reached the first significant milestone in implementation of land use and housing legislation passed during the 2024 legislative session. DLG published the final maps for minimum parking requirements as required by HB24-1304: Minimum Parking Requirements and the final transit-oriented communities maps as required by HB24-1313: Transit-Oriented Communities after months of feedback from interested parties.
“We are committed to creating housing for every Colorado budget, and getting rid of costly and burdensome regulations will help us do that in communities around the state. This is an important step toward helping more Coloradans live in the communities where they want to live, near jobs and transit, saving them money and time,” said Governor Jared Polis.
“We couldn’t have gotten here without the valuable input from all of our local government and community partners,” said Maria De Cambra, DOLA’s Executive Director. “We are grateful to the General Assembly for passing this important land use and housing legislation during the last Legislative Session. These maps are an excellent example of how we are operationalizing making it easier to build more housing options that are both affordable and where Coloradans want to live.”
While HB24-1313 and HB24-1304 directed DOLA to publish certain maps by September 30, 2024, the Department prioritized diverse engagement from multiple state and local agencies by publishing draft maps early to enable those impacted by the legislation to review and provide comments prior to finalizing. The input from local governments working to comply with these new laws and interest groups explicitly identified in the laws were critical to the successful development of these maps.
DOLA will continue soliciting and incorporating feedback on additional elements of implementing various land use and housing legislation, including the tools, guidance, and resources required by these new laws.
