The Department of Local Affairs administers the federal Community Development Block Grant (CDBG) program for non-entitlement municipalities and counties to carry out community development activities.
In response to COVID-19 congress appropriated additional funds, via the CARES Act to the Department of Housing and Urban Development (HUD) in the amount of $5 Billion to be allocated in three rounds of funding. Colorado’s total share of all funding is $26,374,426. These funds must be used for HUD CDBG eligible activities and meet one of the HUD national objectives of either benefit to low and moderate income persons, or addressing slum and blight.
Community Development Block Grant - COVID (CDBG-CV) funding is currently available for Public Facilities and Improvement (CDBG-CVF) projects and Public Service Projects (CDBG-CVS) directly related to the prevention, preparation and response to the COVID-19 pandemic.
Public Facility and Improvements
Examples of Public Facility and Improvements in relation to the COVID-19 outbreak include but are NOT limited to:
Rehabilitation of a community facility to establish an infectious disease treatment clinic. Acquisition and rehabilitation of a group living facility that may be used to centralize patients undergoing treatment. Rehabilitation of buildings and improvements (including interim assistance). Rehabilitation of a commercial building or closed school building to establish an infectious disease treatment clinic, e.g.., by replacing the HVAC system. FEMA Match.

Examples of Public Service activities in relation to the Covid-19 outbreak include but are NOT limited to:
Provide testing, diagnosis or other services at a fixed or mobile location. Increase the capacity and availability of targeted health services for infectious disease response within existing health facilities. Provide equipment, supplies, and materials necessary to carry-out a public service. Deliver meals on wheels to quarantined individuals or individuals that need to maintain social distancing due to medical vulnerabilities. Fund community food banks to assist with increased demand from persons and families affected economically by Covid -19 and provide FEMA match

Eligible Applicants include every incorporated municipality with a population of less than 50,000 or county with a population of less than 200,000 not classified as a CDBG Entitlement Community.
Towns/Cities and Counties that do not receive CDBG funding directly from HUD (non-entitlement) and are not over 51% low to moderate income CAN submit an application on behalf of a non-profit or special district that serves over 51% low to moderate income clients/persons.
